No, but the fire cannot be more than 3’x3’, and there must be an extinguishing source, such as a garden hose or fire extinguisher, nearby. The fire cannot be closer than 20’ feet to a combustible structure.

No. You are required to pay the tax of your working city. Fairlawn will give you credit for taxes paid up to 2%.

Yes, all residents age 18 and up with earned income are required to file an income tax return regardless of whether or not tax is due.

1. Why do communications specialists ask questions that they already have answers to?

Regardless of the information that is displayed on the screen, the communications specialist has to confirm that it has not changed. A recording system allows playback of all phone calls coming into the communications center allowing call takers to quickly replay messages whenever necessary.

2. What is the overnight parking ban?

Parking on any street within the city is prohibited from 3:00 am to 6:00 am. Violators shall be issued an overnight parking tag.

3. What are the policies of barking dog complaints?

The City of Fairlawn has an ordinance stating, "A dog which barks, yelps, or howls in excess of fifteen minutes on each of two or more consecutive days shall be deemed to be habitually barking, yelping, or howling." Whoever violates this section is guilty of a minor misdemeanor.

4. What is the curfew?

The City of Fairlawn has a curfew law which states, "No one under the age of 16 shall be on streets, sidewalks, or other public places in the city between the hours of 10:00 pm and 5:00 am, and no one between the ages of 16 and 18 between the hours of 11:00 pm and 5:00 am except when accompanied by a parent or legal guardian."

6. What are the laws regarding loud noise?

The city has an ordinance prohibiting loud noises in residential neighborhoods (i.e. construction work, yard work, chainsaws, etc.) between the hours of 9:00 pm and 8:00 am the following day.

7. What is the procedure for abondoned/junk vehicles?

The Fairlawn Police Department may impound/dispose of vehicle(s) that are left on private and/or public property or improperly registered pursuant to Ohio Revised Code 4513.60 - 4513.64.

1. When do Compactor Decals expire?

Decals expire each year on August 1.

2. What is the renewal process?

Each year mid-June, you will receive a re-registration form in the mail. Each resident must check the boxes of vehicles that they currently own and/or submit a copy of a registration for any new vehicle that was purchased during the year and not currently registered. Form must be mailed back to the Department of Public Service via the provided envelope. All registrations returned to the department will be processed and the new decals mailed out to the residents by the end of July (in time for the August 1 deadline).

3. I am a new resident - what do I need to obtain a decal?

All new residents must come to the Department of Public Service, 3300 Fairlawn Service Drive, and bring with them:
Drivers License
Vehicle Registraion (must be registered to each prospective resident)
Bill or document showing that they reside in the home
No Commerical vehicles will be permitted to obtain a decal

4. Where can I take my hazardous waste?

The Summit/Akron Solid Waste Management Authority accepts paint, tires, TV's, and other hazardous waste and are located at:

5. When is the Beautification Day?

Beautification Day, also known as Bill Stalker Large Item Pick-Up Day, is usually the third Saturday in May each year. Notices are mailed out to the residents during the month of April and posted in the West Side Leader in the weeks preceding.

6. Where can we recycle cardboard?

Effective Friday Sept. 12, 2008, the City of Fairlawn will begin accepting corrugated cardboard in the dumpster provided at the Compactor. Corrugated cardboard is the heaviest two panel cardboard with corrugations in between each panel. Corrugated boxes must be broken down flat before being deposited. We are adding this recycling for a trial period to see what kind of demand there is for residential cardboard. Shoe, shirt, cereal, pizza boxes, etc. shall continue to be disposed of in the compactor.

7. Who do I call when I have discolored water?

8. Who do I contact when there is a street light that is out?

You may contact the Department of Public Service either by calling (330) 668-9550 or you may complete the "Fix It" form and submit. The Service Department will then come out and mark the light with a pink ribbon and contact Ohio Edison to schedule the repairs.

Zoning, Housing & Residential Building

1. Does a contractor need to be registered with the City of Fairlawn?

Registration is required from the Summit County Building Department (330) 630-7280, if a contractor is performing commercial work or is an HVAC, plumbing or electrical contractor. All others do not require registration from the City of Fairlawn. Summit County

2. Why do I need a building permit?

A building permit gives you the legal permission to start construction of a building project in accordance with approved drawings and specifications. By obtaining a permit, you authorize licensed building inspectors to inspect the construction performed at intervals during construction. By doing this, the Building Department ensures that minimum code requirements are met, thereby causing the construction to be less likely to cause injury to you, your family, your friends or future owners.

3. What residential construction requires a building permit?

Any new structures including, but not limited to, residences swimming pools over 24" deep, reroofing more than 20% of roof area, residing, decks, retaining walls over four feet in height and building additions.

4. What circumstances require a zoning permit?

A permit is required if you intend to construct, enlarge, alter, repair, move, or change the occupancy of a residential building or structure, or portion thereof or to erect, install, enlarge, alter, repair, remove, convert, or replace any electrical, gas, mechanical, plumbing system, other residential building service equipment, or piping system.

Some examples include: any new structures including, but not limited to residences, commercial structures, swimming pools over 24" deep, accessory buildings, walls and fences over 3 feet high, and building additions.

Additionally, any chance of occupancy in a commercial structure requires a zoning use certificate even if no construction is required.

5. What is the neighborhood inspection program?

Fairlawn City Council enacted Part Fifteen: Property Maintenance Code in which is Title II: Housing Maintenance Code requiring the implementation of a Neighborhood Inspection Program.

The purpose of the Neighborhood Inspection Program is:

1. To enhance public welfare by establishing minimum standards governing the maintenance, appearance, and exterior condition of all residential dwelling units throughout the City in order to ensure that all dwelling units are suitable for habitation and beneficial to the public welfare.
2. To establish minimum standards for exterior property areas so that these areas do not constitute a negative influence on the neighborhood.
3. To protect property values and to maintain the character and appearance of the community.

This program is administered by the Zoning, Housing, and Residential Building Department. Housing inspectors will conduct inspections from the city streets by walking down each street within the program area for that particular year.

If an inspection reveals any violation of the Property Management Code, a Housing Inspector will present the owner with a violation order. The order will list the violations and will provide a reasonable time frame to make corrections. Orders will either be delivered in person or by certified mail but will always be in writing.

Follow-up inspections will be conducted by the Housing Department to determine compliance.
