Shall Sections 10.01 and 10.02 of Article X of the Charter of the City of Fairlawn be amended so as to create an alternate member for the Planning Commission.

A Majority Affirmative Vote is Necessary for Passage
Shall Sections 10.01 and 10.02 of Article X of the Charter of the City of Fairlawn be amended so as to create an alternate member for the Planning Commission.
That the proposed amendment to the Charter of the City of Fairlawn amending and/or supplementing Article X, Sections 10.01 and 10.02, be adopted so that as amended and/or supplemented the Sections 10.01 and 10.02 of Article X shall provide as follows:
ARTICLE X
“PLANNING COMMISSION AND ZONING PROCEDURES”
SECTION 10.01. COMPOSITION AND TERM.
The Planning Commission shall consist of five (5) regular members and one (1) alternate member all of whom shall be electors of the Municipality not holding other Municipal office in the Municipality. The five (5) regular members and one (1) alternate member shall be appointed by the Mayor with confirmation of Council.
The term of the members of the present Planning Commission shall terminate on January 2, 1991.
Of the five (5) regular members to be appointed for the term beginning January 2, 1991, one (1) shall be appointed for a term of one (1) year, one (1) shall be appointed for a term of two (2) years, and one (1) shall be appointed for a term of three (3) years, and one (1) shall be appointed for a term of four (4) years, and one (1) shall be appointed for a term of five (5) years. Beginning January 1, 2011 the one (1) alternate member shall be appointed for a term of five (5) years. Thereafter, each appointment shall be for a term of five (5) years.
A vacancy occurring during the term of any regular or alternate member of the Planning Commission shall be filled for the unexpired term in the manner authorized for an original appointment.
SECTION 10.02. ORGANIZATION.
The Mayor shall establish the date, time and place for the first meeting of each year, at which the Planning Commission shall organize under a Chairman and Vice Chairman elected from among the five (5) regular members for a period of one year. The Commission shall appoint a Secretary who need not be a member of the Commission.
The alternate member shall participate in any regular or special meeting of the Commission when a regular member is unable to attend and shall have full authority in participation and voting in matters that come before the Commission at that time.
The Planning Commission shall establish its own rules of procedure, except that meetings must be held at least once a month and shall be open to the public, and a record of its resolutions, findings, and determinations shall be maintained and shall be open to the public at all times.
